Transparency and economic performance: an inseparable pair for our railway projects.

As #JeanTirole and #JosephStiglitz remind us, transparency is an essential condition for efficiency and economic performance. Without clear rules or reliable information, trust disappears and costs soar. Transparency is not a luxury: it is a strategic lever.

The economic performance of major infrastructure projects does not rest solely on financing or technology. It is built first and foremost on transparency of costs, objectives and results.

The French Transport Regulatory Authority (ART) underlines this in its analysis of the performance contract between the State and SNCF Réseau:

  • Without a clear and credible financial trajectory, there is no stakeholder trust.
  • Without relevant and auditable indicators, there is no real measurement of performance.
  • Without transparent incentive mechanisms, there is no lasting efficiency.

👉 Transparency is therefore not merely a governance imperative.
It is a competitiveness lever that determines:

  • investor confidence,
  • the optimisation of public money,
  • the ability to anticipate risks and disputes.

In a context where every euro invested counts, strengthening the transparency of contracts and projects means guaranteeing economic performance and operational excellence over the long term.
